Las remesas favorecen la inclusión financiera y tienen el potencial de impulsar el desarrollo productivo en el sector lácteo, recoge un diagnóstico presentado en el Ministerio de Industria, Comercio y Mipymes (MICM).
A partir del diagnóstico “Fortalecimiento de la cadena de valor de los lácteos en República Dominicana”, se recomienda a las instituciones financieras públicas y privadas promover políticas para que los productores lácteos inviertan parte de sus remesas en el fortalecimiento y desarrollo del negocio.
La investigación fue levantada por la Comisión Económica para América Latina y el Caribe (CEPAL), con el auspicio del Fondo Internacional de Desarrollo Agrícola (FIDA), y la colaboración del MICM y el Consejo Nacional para la Reglamentación y Fomento de la Industria Lechera (CONALECHE).
El estudio recoge que el grueso de las remesas que recibe el citado sector se utiliza en consumo (alimentación, salud, educación), pero los investigadores proponen que el uso de las remesas debe convertirse en un incentivo tanto para quienes las envían como para quienes las reciben.
Durante la segunda mesa de diálogo para enriquecer la investigación, celebrada en el MICM, Ramón Padilla, jefe de la Unidad de Desarrollo Económico de la CEPAL, afirmó que el objetivo es buscar un mayor escalamiento económico de la cadena de valor de productos lácteos.
Padilla explicó que las estrategias se orientan a “lograr que los pequeños productores de leche de la región Este le den un uso productivo a las remesas familiares que reciben cada mes y las inviertan para impulsar sus negocios y tener mayor a financiamiento”.
De acuerdo con Randolph Gilbert, coordinador y punto focal para Haití del organismo regional y encargado del estudio, se priorizó el sector lácteos al considerar la amplia distribución de esta cadena de valor en las diferentes regiones del país y su estructura productiva diversa (grandes empresas, importadores, intermediarios y productores locales).
Entre las principales estrategias que presentaron se encuentran fortalecer la arquitectura institucional para promover la inclusión financiera y las capacidades financieras, diseñar nuevos productos financieros y fortalecer la oferta financiera.
Para impulsar el desarrollo productivo recomendaron fortalecer la asociatividad y la articulación de la cadena, así como las capacidades gerenciales y técnicas de los pequeños productores y promover la inversión productiva de los migrantes en sus comunidades de origen.
La investigación, en la cual también participó Francisco Villareal, de la CEPAL, se basó en 436 entrevistas representativas a unidades productivas de la cadena de leche y productos lácteos, principalmente de las provincias San Pedro de Macorís, La Romana, La Altagracia, El Seibo y Hato Mayor.
Las recomendaciones fueron enriquecidas con las opiniones de las entidades presentes, las cuales destacaron la necesidad de fortalecer la asociatividad, la confianza de los productores, la formalización de las asociaciones y el acompañamiento.
En el diálogo de socialización participaron, junto a los investigadores, el viceministro Ignacio Méndez, de Fomento a las Mipymes del MICM; Bernardo Santana, encargado de Planificación y Desarrollo de CONALECHE, así como representantes de Banreservas, el Banco Central y otras entidades financieras, entre bancos, remesadoras y asociaciones de ahorros y préstamos.
